Chongqing to Promote the Intelligent Renovation of 5,000 Enterprises by 2022

Recently, Chongqing convened the intelligent manufacturing promotion conference and issued the Implementation Plan for the Development of Intelligent Manufacturing in Chongqing (2019-2022) (hereinafter referred to as the Implementation Plan). What is the focus of the Implementation Plan? And what are the main tasks? Here are some details.

Over half enterprises in Chongqingmainly rely on manual production

At the conference, Liu Zhong, Deputy Director of Chongqing Economic and Information Technology Commission, interpreted the Implementation Plan.
Liu Zhong said that in recent years Chongqing has steadily boosted the development of intelligent manufacturing, so “replacing man with the machine” and digital workshop construction had achieved certain progress. The production efficiency, product defect rate, business operation cost, product development cycle, and energy utilization rate of enterprises have been optimized to varying degrees.
The intelligent manufacturing related industries such as industrial robots and intelligent machine tools have developed rapidly, and the pattern of “replacing old growth drivers with new ones” has begun to take shape. However, Chongqing’s manufacturing industry was still in the underdeveloped stage. This basic market condition has not fundamentally changed.
At the earlier stage, the Chongqing Economic and Information Technology Commission conducted a survey of more than 2,600 enterprises in the city.
According to the results, over 50% of the enterprises mainly rely on manual production. Nearly 70% of the enterprises have not carried out digital product designing; about 55% of the enterprises have not used any information management system; and about 75% of the enterprises have not applied cloud platform services. Manufacturing industry in the whole city was still in the stage of digital popularization. There was still a certain gap between Chongqing and such developed provinces and cities as Zhejiang and Beijing. Therefore, it needs to further accelerate the promotion of intelligent manufacturing.

The Implementation Plan proposes two stage goals. The first one is that by 2020, Chongqing will make a significant progress in its intelligent manufacturing, facilitate 2,500 enterprises to implement intellectualized reconstruction, and build five industrial Internet platforms, 20 intelligent factories and 200 digital workshops that all boasts strong domestic competitiveness. More than 68% of industrial enterprises will enter into the digital manufacturing stage.
The other is that by 2022, Chongqing will push forward the intellectualized reconstruction of 5,000 enterprises, build 10 industrial Internet platforms with domestic competitiveness, as well as 50 intelligent factories and 500 digital workshops, and more than 84% of industrial enterprises will usher in their digital manufacturing stage.
The Implementation Plan puts forward the supporting measures in the following six aspects to ensure the implementation of various tasks: improving the working mechanism, increasing fiscal and tax support, innovating financial support methods, establishing an intelligent manufacturing evaluation system, building a team of intelligent manufacturing talents, and actively carrying out foreign exchanges and cooperation.
The conference also announced Chongqing’s finally recognized outcomes of the digital workshops and intelligent factories in 2018. There were 76 projects selected, including the intelligent factory for the production of efficient and energy-saving engines from Chongqing Xiaokang Power Co., Ltd. and the intelligent factory for vehicle manufacturing from Chongqing Changan Automobile Co., Ltd.
