Chongqing Expected to Complete Two New Platforms for Opening-up in 2019

Chongqing – Chongqing Customs District P. R. China held the Work Conference 2019 on January 24. It disclosed that the fourth quarter of last year saw two platforms begin construction after approval.
They are the Chongqing Fuling Comprehensive Bonded Zone (Fuling CBZ) and Guoyuan Bonded Logistics Center (Guoyuan BLC). Also, they will complete the two platforms for opening up and start operations within this year.

Chongqing Fuling Comprehensive Bonded Zone

Fuling CBZ, in the southwestern New Urban Area of Fuling District, stands near the north shore of the Yangtze River. Its planned area is 2.7 square kilometers. Besides this, there will be two phases in total, and the first phase will cover 1.82 square kilometers. Moreover, it will set various areas for supervision and operations, comprehensive management, bonded logistics, and bonded processing.
Fuling CBZ is introducing bonded processing projects featuring medicine and health, and food processing. In addition, it will focus on the development of bonded logistics centered on multimodal transport and standardized warehousing operation. Also, it will also attach great importance to showing the bonded services highlighting trade and cross-border e-commerce.

 Guoyuan Bonded Logistics Center

Guoyuan BLC is located in Yufu Industrial Development Zone of Liangjiang New Area, to the west of Guoyuan Port. It will cover an area of 0.2 square kilometers.
Meanwhile, the center will offer tax deferral for goods entered, so as to alleviate enterprises’ pressure of tax funds. Guoyuan Port is developing itself into an inland water-railway-road multimodal-transport hub. Relying on that, Guoyuan BLC aims to build an “inland logistics port” according to the development of modern bonded logistics. In the meantime, it will mainly carry out bonded warehousing and bonded logistics for imported goods
Besides supporting the construction and operation of the two platforms, Chongqing Customs this year will launch a series of new initiatives.
For example, both pilot free trade zones and comprehensive bonded zones will obtain more support. Furthermore, Chongqing will integrate multiple certifications and licenses into one consolidated business license, and multiple declarations into one as well. It will keep cutting down on requirements for administrative certification to ensure greater convenience for the people.
In this way, it strives to boost the construction of the “smart port”. Moreover, it plans to provide services for the growth of China Railway Express and New International Land-Sea Trade Corridor.
